2BAYS suspends CRU services temporarily until VIGOR complies with agreement made in London

Willemstad, December 5, 2025 – 2BAYS Curaçao and Curaçao Refinery Utilities (CRU) usually avoid discussing matters involving clients or partners publicly. Both 2BAYS and CRU value maintaining a harmonious relationship with every client and partner. However, due to VIGOR’s failure to comply with the agreement made during the most recent meeting in London, 2BAYS has been forced to take temporary action and finds it important to clarify this publicly.

In London, 2BAYS and VIGOR resolved and agreed upon several important points that were hindering a smooth transition and operation of the facilities at Emmastad and Bullenbay, including outstanding payments owed to 2BAYS. Until now, VIGOR has not complied with the agreement reached between the parties in London.


As a consequence, 2BAYS has no other option than to temporarily suspend all services, operations, and maintenance activities that CRU provides to VIGOR. It is important to emphasize that 2BAYS has not placed any lien on VIGOR’s products stored in Curaçao. The measures taken by 2BAYS are aligned with its responsibility to represent the company’s interests and are intended to accelerate the operations of the facilities.


2BAYS regrets that the situation has reached this point, but continues to make every possible effort to resolve the matter, so that work to reactivate the facilities can proceed.
