2BAYS and Naval Caribbean Dockyards sign final agreement for a maritime service and repair facility in Curaçao

Willemstad – 2BAYS Curaçao and Naval Caribbean Dockyards B.V. (NAVCARIB) have signed a final agreement for the development of a maritime service and repair facility at the Van Leer site in Emmastad. NAVCARIB is a joint venture between Jimmy Meyboom, Jose Benitez, and Willem van Delden, bringing together logistical and technical expertise along with maritime knowledge at a strategically strong location within the 2BAYS area. 

This collaboration marks an important milestone in the redevelopment of the former refinery site into a future-proof port area, offering space for new business activities, multiple users, and sustainable economic growth. 

The project strengthens the local economy and contributes to the further development of Curaçao as a maritime hotspot in the region.

Addressing an underserved market

NAVCARIB focuses on maintenance, repair, and technical support for small- to medium-sized vessels, a market segment currently underserved in Curaçao. As a result, vessel owners often have to rely on facilities abroad. This new facility will meet that demand locally, leading to shorter turnaround times and lower costs for the regional maritime sector. The development is fully financed with private capital and aligns seamlessly with 2BAYS’ strategy to attract and facilitate new economic activities in the maritime sector. NAVCARIB expects to begin its initial operations later this year, after which the development will be expanded in phases.

Employment and talent development

NAVCARIB expects to create approximately 60 direct jobs within the first two years after operations begin, in addition to indirect employment through local contractors and suppliers. During the startup phase, there is a deliberate focus on collaborating with specialized local contractors, creating immediate opportunities for local entrepreneurs and skilled professionals. At the same time, NAVCARIB is investing in training and talent development. Together with 2BAYS, initiatives are being developed to train and guide talent into careers in the maritime and technical sectors. This ensures the project contributes not only to jobs today but also to opportunities for the next generation.
